Bill Horne was appointed by the City Council to serve as the Chief Administrative Officer of the city with responsibility for all departments except the City Attorney's Office. He is one of only two employees who reports directly to the Council. He is directly responsible for 1685 employees and accountable for the annual operating and capital budget of $385 million.
With a wealth of management experience in dynamic and fast paced environments, Bill came to Clearwater in 1998 as the General Support Services Administrator. Prior to that, he served as a Colonel in the United States Air Force. Bill earned his Bachelor of Science in Chemistry from the University of Tulsa, a Masters in Human Resources Management from Pepperdine University, and a Masters in Political Science from Auburn University.
In September 2005, Bill was designated a Credentialed Manager by the International City County Manager Association (ICMA).
The objective of the City Manager’s Office is to support the Mayor and City Council vision, mission and strategic direction to ensure that the Clearwater government provides the municipal services and infrastructure necessary for a high quality of life for all our citizens.
Clearwater is governed by a Council/Manager form of government with the City Manager, appointed by the City Council, serving as the chief executive and administrative officer of the city. The City Manager is a professional administrator retained by the City Council to administer the day-to-day operations and services of the city. The City Manager administers policies and legislation adopted by the City Council, directs all departments, offices and operations of the city, and prepares and administers the annual budget.

Ewing Jr., President & CEO Florida Business Software Solutions.
Donald F. Ewing Jr., a resident of Florida since 1971, moved to Pensacola to serve in the Naval Air Reserve for six years and finish his college education with a BS degree from the University of West Florida. He then began a career in computers and software with Digital Systems. They were acquired in 1982 and after some time off traveling, Mr. Ewing moved to the Tampa Bay area in 1983 where he started a MicroAge Computer Stores franchise with offices in Clearwater, Tampa, and Tallahassee. He sold the business in 1990, bought a 45’ sailboat and took a year off to explore the high seas.
In 1991 Ewing founded Florida Business Software Solutions LLC, a Clearwater-based business software consultancy. FLBSS provides complete business software solutions (ERP) and efficiency consulting to small and medium businesses in Equipment Sales and Service, Wholesale Distribution and Route /Mobile Sales throughout the U.S. In 2016 FLBSS was honored by the Clearwater Chamber as small business of the year!
Ewing served as one of the founding members and President of the Council of North CountyNeighborhoods (CNCN), a community advocacy group in northern Pinellas County for 9years. For the past 10 years he serves on the Board of the Amplify Clearwater Chamber of Commerce and is chair of the Public Policy committee. He is a current member of the Board of Directors for the Clearwater Jolley Trolley. He also co-chaired the Yes for Greenlight campaign, supporting a November 2014 ballot referendum for enhanced public transportation in Pinellas. Mr. Ewing’s is also very involved in his community serving 4 years as VP of the Island Estates Civic Association and in 2020 was elected President.
He has one son, Hunter, who graduated in 2016 from Florida State University with a BS degree in Biology. His residence is in Clearwater and he works for Morton Plant Hospital in the cardiac OR. He is attending school with the goal of becoming a PA.

They wanted to give people options besides taking medications or opting for surgery. They believe in everything they offer and have used their treatments for years themselves. They love to see people change the direction of their life and overall well-being.

Michael grew up in the construction industry and worked as a carpenter through high school and college. In 2009 he graduated from the University of South Florida with a Bachelor’s Degree in Business Management. The following year Michael became a Florida Certified Building Contractor and Florida Certified Roofing Contractor. From 2010 through 2015 he was a co-owner and the licensed contractor for a construction and roofing company. This company later evolved into a company that purchased, renovated, and sold distressed properties. After the real estate market changed, he co-founded a remodeling company. This company specialized in mid to high end kitchen and bathroom renovations. In late 2017 he changed career paths and applied for the Saint Petersburg College Law Enforcement Academy, which he completed in 2018. After passing the Florida State Officers Certification Examination Michael became a Police Officer. After a couple years of being a Police Officer Michael, his brother Garrett, and father Butch founded Blue Fetch, which used their construction experience to develop the idea.

Terry Allen Jones was born in Sacramento, CA, and traveled extensively as an Air Force Dependent. He holds a B.A. degree in Theatre with a minor in Business Management. He is a certified trainer in Conflict Resolution, Listening Projects, Parent Education, Drug & Alcohol Prevention initiatives and is used nationwide as a trainer infusing the performing arts as a mechanism to teach and retain information. He also is an international seminar leader and has trained youth, law enforcement, educators and businesses on a wide variety of subjects including youth/adult partnerships, classroom management, crime prevention, community organizing, dealing with difficult people, coaching and team building skills and public speaking throughout the Caribbean, Canada and Brazil. Terry was a Marketing Executive for the Xerox Corporation but left to pursue his real loves in life – Acting and Youth Development.
Terry has given over 9,000 presentations/workshops to schools, churches, businesses, communities and conferences. He has written several screenplays about violence, directed and produced several youth groups who created and performed skits, pantomimes and music videos. He has presented his workshop, “Are You Programming AND Skillgramming” and an Eye For An Eye Park and Recreation Departments Nationwide. He has trained Florida Park & Recreation Center Directors in Conflict Resolution and infusing soft skills into recreation programming. Leadership Conference, JumpStart Your Life! and the Red Ribbon initiative. The youth at the center have created and performed in several videos dealing with education, the Pandemic and Mental Illness. He calls this organization “home”.

Tracy West is the tournament director for the PGA TOUR’s Valspar Championship. In her role she leads the strategic and overall management efforts for this official PGA TOUR professional golf tournament, played at Innisbrook Golf Resort. The event is the largest signature sporting event in Pinellas County, annually attracting over 130,000 patrons, 350 corporate partners and 2,000 volunteers and raising over $2 million annually for 80 regional charities.
She is co-founder, executive vice president and partner of Pro Links Sports since 1993 and is responsible for the general oversight of the PGA TOUR’s Wells Fargo Championship and 3M Open and various other company projects. She has been involved in management of 60+ pro tournaments throughout her career including tournament management nationwide for PGA TOUR Champions Tour events and U.S. Senior Opens.
Prior to joining the Valspar Championship in May 2014, for six years West took a break from pro golf tournament management to serve as the senior director of development and signature programs for the Red Sox Foundation and Massachusetts General Hospital Home Base Program, leading the fundraising efforts for this clinical program at Massachusetts General Hospital. She developed multiple large signature fundraising events, including the Run to Home Base in Fenway Park, raising millions of dollars annually.
West serves on the board for the PGA TOUR Tournament Advisory Council, Habitat for Humanity Pinellas and West Pasco Counties, The First Tee of Tampa Bay, AMPLIFY Clearwater (regional Chamber of Commerce), Tampa Bay Sports Commission, Ruth Eckerd Hall, Truist Local Advisory Board (Pinellas County), National Leadership Council for Women of Color Golf and served on the 2019 NCAA Women’s Final Four Local Organizing Committee. She is a member of WISE Tampa (Women In Sports & Entertainment). West has an MBA in Marketing from Michigan State University and a B.S. Finance & Economics from Lake Superior State University.

Born and raised in Derby, England, James studied English Law and Business at South East Derbyshire College.
He moved to Pinellas County in 2003 and started his career path with nonprofit work in the United States by volunteering at the Clearwater Marine Aquarium and the Chi Chi Rodriguez Youth Foundation.
In the summer of 2004 James was hired to help run the First Tee Clearwater’s Junior Golf Summer Camp Program. He has held multiple positions within the Foundation and is currently the Chief Executive Officer. He is responsible for providing strategic leadership for the Foundation by working with the Board of Directors and the Management Team to establish long-range goals, strategies, plans and policies ensuring that the mission and core values of the Foundation are put into practice.
Outside of the Foundation James is involved in many other community projects. Since 2014, James has served in different roles for the Safety Harbor Chamber of Commerce including Board Chairman. He also currently sits on the Board of the Upper Tampa Bay Chamber of Commerce, City of Safety Harbor Parks & Recreation Advisory Board, City of Safety Harbor 3rd Friday Committee and is a Member of the Copperhead Charites Organization that helps coordinate the Valspar Championship.
He loves to promote events and other great local non-profits. Grateful for an amazing group of family and friends, James makes sure to make a difference in our community by building relationships every day.
In his free time, James loves to play golf, attend local sporting events and spend time with his wife Jenny, daughter Lyla and son Luke.

Yaro is the owner of TOP Martial Arts. He’s been married to his wife Vickie Havelka for the last 15 wonderful years.
The self-defense style of martial arts they are teaching in their school is Korean Hapkido. Their weapon defense style of martial arts is Filipino Warrior Arts and only available for adults.
He was born in Czech Republic (actually former communist country Czechoslovakia). He started training Martial Arts at 14 years old because of his friend wanted to try martial arts classes. They both joined the beginner course, which was very hard and his friend quit after 2 months.
From the start of his training he’s really enjoyed learning martial arts. Around 1997, he moved to the USA, and came to Clearwater. "I remember vividly, I arrived in Clearwater at night and the next day went looking for a martial arts school. I found one in walking distance and that same day I joined. Funny thing is, it is the exact same studio I own now.”
Yaro purchased the studio about 15 year ago. At that time the studio didn’t have a lot of students; just enough to pay rent. Through the years they have extended their classes to kids and adults as well as an after-school program. Due to their expansion they outgrew their space and moved to a new location.
Yaro taught himself the English language from books and talking to others. In school he learned the Russian language for about 13 years and the technical German language. When he signed up for martial arts classes in Clearwater, he showed his instructor the word ‘training’ in the dictionary. To this day his instructor (Rick DeAquila) has fun telling this story.
His hobbies include training and continuing to learn martial arts and understand a lot of different styles of the art. He loves to occupy his mind by always learning something new. He has black belts from 7 different martial arts styles, as well as studying other styles. He also enjoys shooting guns with his favorite being sporting clay.

He has been involved with CMA since 2006, Dame was Chairman of the Board for CMA from 2007-2008 and was then hired as Chief Operating Officer in 2008. Dam has extensive experience, including previous positions with GE Capital, President of GTE Leasing Corporation, Vice President and General Manager of Verizon Credit, and Vice President of Sales and Marketing for Progress Telecom. Committed to the betterment of the City of Clearwater, Dame has also held various leadership positions within the community; most notably as Chairman of Clearwater Beach Chamber of Commerce, Chairman of the Clearwater Jolley Trolley, Past President of the Island Estates Civic Association, and Chairman of the City of Clearwater Community Development Board. He currently serves on the Board of Directors for AMPLIFY Clearwater.

Mayor Hibbard has lived in Clearwater since 1979 after moving from Chicago with his parents. Frank and his wife Teresa have lived in Harbor Oaks for 23 years in their 1925 vintage home. They have two grown children, three grandchildren, four dogs and three grand dogs. Frank and Teresa are long-time members of Calvary church in Clearwater.
Public service is an important component of the Hibbard house; Frank served on the Clearwater City Council for three terms 2002-2012, two as Mayor. The toughest of those years was during the “Great Recession,” which the city weathered better than most. Teresa is the Chief Development Officer for the Salvation Army.
Mayor Hibbard was awarded the Tampa Bay Partnerships Award for Regionalism twice and was the recipient of the Suncoast League of Cities' Insco award for Leadership. Frank is a graduate of Leadership Pinellas 1999 and Leadership Florida 2007.
While being out of office from 2012 to 2020, Frank served as Chairman of the Board of Ruth Eckerd Hall, Vice Chairman of Clearwater Marine Aquarium, Board member of the Homeless Empowerment Program, and as a school board member for Calvary Christian High School.
Frank has two undergraduate degrees in Finance and Economics and a Master’s in Business Administration. “I have always used the knowledge of my degrees in my business, and serving as Mayor was always where I put my education to broadest use.”
Hobbies include a love of golf, tennis and college football.

Teresa Hibbard, CFRE (Certified Fund Raising Executive) joined The Salvation Army in December 2018 as the Director of Community Relations and Development. For over 20 years, she has had the pleasure of watching donors experience the joy of changing lives through their gifts. Teresa and the love of her life, Frank (yes, her husband is the Mayor of Clearwater) have lived in Clearwater for over 30 years in their nearly 100-year-old old home. She is a student at St. Petersburg College - Go Titan's! - finishing her bachelor's degree in public policy and administration. In addition to enjoying her grands, cooking, movies, and studying, Teresa is beginning to golf. She is passionate about creating awareness and education around human trafficking and fights for those who are most vulnerable. They have two married adult children, three grandchildren and two golden retrievers and a great dane.

She first met Fred Forsley, owner of Shipyard and Sea Dog brands, several years ago, while living in New England. Sue moved to Safety Harbor 2 1/2 years ago, and last February, reconnected with Fred at her brother’s new restaurant- The Tiki Tavern, on Main St. in Safety Harbor.
Sue was impressed with Fred’s Florida locations including Sea Dog in Treasure Island, Sea Dog Cantina in Gulfport, and Sea Dog Tap Room in Clearwater and with his locally made all-natural vodka brand “Ice Pik Vodka”, distilled right here in Florida.
Through her connections in the professional athlete world (law school roommate is the agent for legendary football player Doug Flutie) she was able to get Ice Pik vodka and Sea Dog beer involved as a sponsor at a few prestigious Super Bowl events in Miami last year. From there, Fred asked her to join his team and promote his brands as he expands in the Florida market and beyond.
Sue is particularly excited about their location at US 19 in Clearwater. “Our Tap Room in the back of the building remains open while we renovate the entire location –(formerly Cody’s Roadhouse Restaurant) into a Sea Dog Cantina which will feature hand-crafted margaritas, Mexican-inspired food and over 50 different types of tequilas, including some exclusive brands which can be sampled as flights at the Cantina in our VIP tequila room. The menu was created by our incredible, top-rated Chef, Greg Picard. Recently, St. Pete Foodies gave him a perfect 10 score for what they described as “Mexican food heaven”. “
Sue and her team can’t wait to introduce this food into our local community. Sea Dog Cantina is expected to open in late December and they look forward to inviting all Chamber members to a VIP ribbon cutting event!

Scott Sousa has been a highly successful restaurant operator/owner for over 30 years. He cut his teeth working for TGI Friday’s in their heyday, running the busiest and most successful store in New England. He won many awards including highest sales growth, lowest turnover and store of the year for over 300 restaurants. He then took to his entrepreneurial side and partnered with a start-up restauranteur to open four upscale restaurants in Cape Cod, Massachusetts, called Roobar City Bistro. Roobar became the most recognized restaurant group in the Cape Cod Area. Again, they won many awards such as Best Mid-Cape Restaurant, Best Restaurant on Cape Cod, Wine Spectator Award for one of the “Best Wine Lists in the World”, Best Bar, and many more. His Civic duties included being heavily involved in several Chambers of Commerce, heading up the Hyannis Merchants Association and President of the Mashpee Little League. He was the driving force behind being awarded a state grant and building three new softball/baseball fields, two new soccer fields and one new football field, (with a 2 million dollar budget) all at no cost to the city.
Scott sold his businesses in 2007, and moved to Palm Harbor where he took over as the General Manager of a brand new, upscale steak house in Oldsmar. Again, this restaurant was known to have outstanding reviews and one of the best wine lists in the area. In November 2018 he went to work for Clear Sky Café, overseeing the beverage program while working at their Clearwater Beach location. He took over the Cleveland St. store in 2019 and started to become involved in downtown activities. He spear-headed a project for the company- during the COVID-19 Pandemic- ordering, organizing and handing out grocery packages to over 500 employees, five separate times. He became a board member for the Downtown Clearwater Merchants Association in February of 2020 and took over as co-chair in August. The DCMA took on a complete rebranding of Downtown Clearwater, and has been instrumental in developing “The District”. He and his wife Stacey reside in Palm Harbor, his four children live in Upstate New York, he has three beautiful grandchildren and three dogs. He is an avid golfer and a runner.

After years of throwing caution to the wind and living on the edge as an adrenaline junkie, Woody finally stopped. No more chasing hurricanes to surf, no more 100-foot cliff dives, no more full contact Kung Fu in the ring in Miami. No more racing motorcycles and cars, no more trick skateboarding, no more rock, blues, and jazz bands. No more theater.
Looking around at his life one day at the ripe old age of 23 he realized he was the only obstacle in his way of making a success of himself. It was truly an epiphany.

He and his wife Kathy are the co-owners of Patrice & Associates, one of the largest recruiting firms in North America. While they are able to work nationally in scope, their enormous territory runs from Port Richey, Florida all the way down US 19 to Indian Rocks and all points in between including the City of Oldsmar. Woody is ecstatic to be back at work on a local platform as the last company he and his wife owned was national. He is very excited to be a part of AMPLIFY Clearwater.
The short story is that they sold their business after 10 years and had seller’s remorse before the deal was closed. Woody’s counsel contacted the buyer and said Woody wanted to buy the business back and they never did respond. It took all of 2 months to realize retirement was not for them. Muttering under his breath one day he said to his wife as he passed her in the hallway, “This retirement stuff stinks”, Kathy said, “I’m getting a job I can’t stand it.” And that’s how they came to decide that they worked together very well and wanted to purchase a business that would do good for others before they were rewarded which is how they ended up at Patrice & Associates.

Christina Holtz is an owner of Bay Paws Pet Resort, as well as General Counsel & Pet Hotel Division Manager of MPH Hotels, Inc., a hotel development and management company based in St. Petersburg, FL. Christina oversaw the design and renovation of Bay Paws, researching the best building materials and design for pet safety and wellness.
Prior to joining MPH and creating Bay Paws, Christina worked as an attorney for seven years at law firms in Los Angeles and Washington, D.C. where she managed large corporate accounts and led a team of paralegals and attorneys. While working as an attorney in DC, Christina frequently took her dog Wrigley to doggy daycare and utilized that pet parent experience in her design of Bay Paws.

Randy Ware is CEO and Founder of WestCMR, LLC, the world’s leading healthcare industry surplus surgical supply company. After facing health challenges with his newborn son in 1991, Randy’s perspective as to what mattered most was forever changed. With almost thirty years in the hospitality industry, Florida native, Eileen Crowley knows a thing or two about hospitality. “I started back in the days when we had little knowledge of RevPar and ADR” Crowley laughs. “We just welcomed visitors to Florida!”
With her roots in Palm Beach County, Eileen has worked for Marriott and Hilton on the east coast. As the Director of Sales and Marketing, Crowley worked regional positions and property level positions. She’s had the opportunity to learn and work hotel operations as well.
Ten years ago Crowley moved to the west coast and recently she transitioned to IHG.
“I live in beautiful Safety Harbor and I was eyeing a conversion hotel, close to home, but also showed promise of success in the location”.
The new Candlewood Suites opened in June and is now the home for many businesses in the area.
“We offer an extended stay design in each of our 72 rooms. After a detailed market analysis, we found a need from the medical, government and business segments within our community, for this style of hotel. Her 6 year old rescue dog, Dexter, is the inspiration for her photography, her most patient model, and the best of the "good-boys"! Sheri Heilman has been at the helm of Bob Heilman’s Beachcomber restaurant – a Clearwater, Florida institution – for more than 33 years. Sheri owns and operates the Beachcomber and Bobby's Bistro and Wine Bar with husband Bob Heilman, Jr. and son Bobby Heilman, III.
Sheri has the honor of being the current vice chair of AMPLIFY Clearwater, a membership organization which represents more than 800 businesses in the Tampa Bay area. She is the founder and chairman of Ocean Allies, a nonprofit dedicated to connecting tourism, businesses, residents, and conservation with strategies to thrive and maintain jobs while increasing the protection of communities, oceans, environment, and marine life. She is also on the steering committee and a board member of the tourism advisory board of AchieveHERs, an initiative of AMPLIFY Clearwater established to be a regional leader providing camaraderie, support, networking opportunities and valuable new insights to women in business.
In 1987, Sheri began her work with Bob at the Beachcomber restaurant. In 1994, she and Bob built and opened Bobby’s Bistro & Wine Bar. After years of travel and research in the wine industry, they bought 60 acres in Oregon’s Willamette Valley in 2001. They planted a vineyard of pinot noir in Carlton, Oregon, and began bottling their own label. The wine is currently sold at both restaurants.
Sheri and Bob have three children, Kristin, Kassie and Bobby, and six grandchildren, Henry, Alice, Ellie, Matthew, Nick and Jackson. Sheri loves to spend time with her grandkids and stays strong by practicing hot yoga. She loves to cook and is passionate about baking.

He has served the YMCA in five different communities, Cincinnati, OH, San Francisco, CA, Nashville, TN, St. Paul, MN, and now Clearwater, FL. His current role is President/CEO of the YMCA of the Suncoast. The YMCA of the Suncoast serves over 100,000 individuals through youth development, healthy living and social responsibility, 50 % under the age of 18, in a four-county area, employing over 1200 full and part-time individuals. One of 850 in the nation, the YMCA of the Suncoast is the 63rd largest YMCA in the country. He and his wife, Devon, who has been his best friend for over thirty-seven years, have two beautiful daughters, Danielle, age 30, and Gracyn, age 26. He currently serves on the Belleair Country Club Finance Committee. He formally served as an Elder at Lakeview Community Church and serves on several community boards, including AMPLIFY Clearwater. He enjoys golf, competitive volleyball, boating, and home improvement projects.

She is an energetic and dynamic individual. Whether working with industry leaders, proudly serving her constituents, volunteering within her community or engaging for change, Amanda views each step of her path all preparatory for the next.

Amber Lopez works with sustainable salon brands, specifically focusing on exposing salons to organic beauty products. They are working with ocean friendly products and many initiatives that recycle to combat climate change. I'm so happy that AMBER is making us aware of ways we can be more thoughtful about our planet Earth through adopting better methods in hair salons. Before joining the Chamber, he previously spent five years as the Senior Administrative Services Specialist, for St. Petersburg College. A Brooklyn native, Darryl enjoys eating New York bagels with lox and capers, and watching Law and Order in his spare time.

In 1990 when Danny Lehan was 15 years old, he’d ride his bicycle to the Village Inn, where he worked. His first job at the restaurant, was a bus boy; he worked weekends as he was going to school.

We talked about his journey to become a doctor ("healer"), his upbringing, his travels to become the healer he IS today. Discussions about mindset, self awareness, beliefs, hardships, and his ability to step out in faith and take risks. Loved some of the authentic moments we experienced together and listening to his passion to help others. We wish him the very best as he opens his new office in downtown St. Pete! When I thought about WHO we are as a company, I reflected on HOW Scott and I we were raised. The OBVIOUS choice of our first podcast INTERVIEW episode was my lovely Irish parents! Don't think for a SECOND we didn't want to capitalize on their Irish brogues for this AUDIO experience.
