Baird, BBA, JD, with Brown & Fortunato. He will be speaking at the annual conference on Offering "Value-Added" Services to Customers While Avoiding Prohibited Inducements. Bio: Jeffrey S. Baird is the Chairman of the Health Care Group of Brown & Fortunato, where he is a shareholder.  The Health Care Group represents an extensive client base of home medical equipment companies, pharmacies, manufacturers, infusion companies, labs, home health agencies, hospitals, and other health care providers throughout the United States.  Jeff works with an impressive team of attorneys who specialize in all areas affecting the HME, pharmacy, manufacturing, infusion, lab, home health, and hospital industries. The firm’s Health Care Group works closely with the Department of Justice, Office of Inspector General, Centers for Medicare and Medicaid Services, CMS Contractors, National Supplier Clearinghouse, Food and Drug Administration, Drug Enforcement Agency, TRICARE, state Medicaid programs, state pharmacy licensing boards, and other federal and state regulatory agencies. Jeff plays a crucial role both in representing the firm’s health care clients and in shaping the development of the firm’s respected Health Care Group. Born in Evansville, Indiana, Jeff attended the University of Iowa where he received his B.B.A. in 1975 in Finance with an area of concentration in Quantitative Analysis. While at the University of Iowa, Jeff wrestled for two years on the university’s nationally ranked wrestling team. He continued his education at the University of Tulsa College of Law and was admitted to the State Bar of Texas in 1978. Jeff is a member of the Health Law Section of the State Bar of Texas and the American Health Lawyers Association, and is board certified in Health Law by the Texas Board of Legal Specialization.

He will be speaking at the annual conference on a staple of the conference - the Case Law Update, along with Jim Ruble, PharmD, JD of the University of Utah College of Pharmacy. Bio: Roger Morris focuses his practice on the representation of pharmacies—including retail, pharmacy wholesalers, specialty, compounding, mail order, veterinary, pharmacy benefit managers (PBMs), and pharmaceutical manufacturers—in a wide variety of regulatory compliance and transactional matters. He also represents health care providers, including hospitals, health systems, and medical staff. He has done considerable work assisting his clients and the industry with regulatory issues arising from the COVID-19 pandemic, including: Appointment to a state pharmacy emergency COVID-19 task force to recommend executive orders for the governor Developing pharmacy staffing plans Disaster planning contracting for mail order pharmacies Counseling pharmacies that are developing experimental COVID-19 treatments Advising a pharmacy chain on its funding of coronavirus research through a major research university Tracking all coronavirus emergency orders from all 50 states and providing daily updates to numerous clients Advising on dealing with COVID-19-positive or suspected positive results among employees and customers Roger also has experience in the highly innovative telemedicine and telepharmacy industries, assisting clients with the unique state and federal regulatory compliance issues they face, as well as acquisitions and the creation of and construction of facilities. His previous career as a pharmacist enables him to provide unique insight to clients on a wide range of issues, including licensing new pharmacy locations, responding to regulatory inquiries and investigations before state review boards, and the development of complex new programs that include multiple points in the pharmacy distribution process and multi-state jurisdictional matters. Roger is the current Section Chair for Quarles & Brady's Commercial Litigation, Product Liability, Bankruptcy, and Health Law Practice Groups; the former Chair of the firm's Health Law Practice Group; and a former member of the firm's governing Executive Committee. He is a graduate of the University of Pittsburgh School of Law and University of Pittsburgh School of Pharmacy.

He will be speaking on Retail Chain Pharmacy Stock Management & Optimization: Distribution & Delivery Trends, along with pharmacist Joe Cesarz, PharmD of Visante. Bio: Todd Nova, a Shareholder in the firm of Hall Render, focuses on health law issues for health care providers across the country including integrated health care systems, pharmacies (retail, specialty and institutional), hospitals, group purchasing organizations and physician group practices. As part of an emphasis that includes regulatory, reimbursement, corporate and other compliance issues, Todd regularly advises health care providers regarding the strategic coordination and optimization of third party reimbursement (government and private payor) opportunities, licensure and certification standards, regulatory compliance mandates and corporate structure/restructuring options. This work includes a focus on matters affecting the sourcing, delivery, dispensing and reimbursement of pharmaceuticals, including the 340B drug discount program, state and federal government payor issues (fee for service and managed care), false claims and anti-kickback laws, collaborative practice models, health care licensing, distribution and sourcing agreements (group and direct purchasing) in addition to private payor issues.  Todd’s work also includes advising providers responsible for caring for underserved and rural populations. Todd has extensive experience representing pharmacy clients including retail, specialty, institutional, infusion, home health, long-term care and mail-order pharmacies as well as providers caring for underserved populations, including rural health clinics (RHCs), federally qualified health centers (FQHCs), critical access hospitals (CAHs) and 340B Program covered entities. Before returning to law school, Todd worked as a Systems Integration Consultant with PricewaterhouseCoopers.

He will be speaking on State Policy Options for Prescription Drug Affordability. Bio: Dr. York comes to the Board with more than a decade of experience in health policy, including extensive experience in prescription drug pricing reform. Most recently, he worked on prescription drug payment policy and drug pricing reform at the U.S. Department of Health and Human Services (HHS) and Centers for Medicare and Medicaid Services (CMS). During his time in the Immediate Office of the Secretary, he served as Advisor to the Secretary, supported the Senior Advisor to the Secretary on Drug Pricing Reform, and was integral to implementing many of the policies outlined in the American Patients First drug pricing blueprint, including the direct to consumer (DTC) advertising rule and the rebate rule. At the CMS Innovation Center (CMMI), Dr. York worked on a portfolio of models related to drug pricing, including serving as a co-lead on the Most Favored Nation (MFN) Model, an innovative model that will test the impact of linking payments for drugs to international prices, and serving on the team that developed the Part D Senior Savings (PDSS) Model, a model that tests the impact of enhanced alternative Part D plan options that offer lower out-of-pocket costs for insulin. Dr. York also served as a professorial lecturer at the George Washington University (GWU) Milken Institute School of Public Health teaching Pharmaceutical Policy and as an adjunct faculty at the University of Maryland Eastern Shore (UMES) School of Pharmacy teaching Pharmacy Law. Dr. York earned his Pharm.D. from the University of Maryland School of Pharmacy and his J.D. from the University of Maryland Francis King Carey School of Law.

She will be speaking on Friday, November 5th: Title: Kumbaya Has No Place in Mentorship: How to Build Successful Mentorship Programs In-House to Foster Diversity and Inclusivity (Ethics Session) K. Brooke Salazar, JD PHR, Apex Benefits   Studies have shown that successful mentorship programs have increased retention of diverse talent from 9% to 24%, as opposed to formal policies, complex complaint reporting mechanisms, and other formalized programs. This session is designed to teach mentors how to build a successful mentorship relationship. Successful mentorships are built on a foundation of vulnerability, empathy, and honesty. Mentors must do the foundational work of building trust through sharing stories of failure and showing empathy, in order to be able to give the mentee honest, frank feedback. Growth occurs through discomfort for both parties, as it may uncomfortable for either party to give or receive honest feedback. However, through building the foundational relationship, the mentor will be able to give honest feedback that while uncomfortable will ultimately lead to growth and success. This session will give the mentor the tools and skills to build fruitful mentorship relationships.
