Ep 21 - Mitigation Hierarchy - Case Study Mitigation Alternatives for Bats with Joana Ribeiro
Environmental Impact Assessment aims to ensure the suitability of projects such as wind farms (WF). The sustainability of a WF involves both financial balance and conservation of natural values. When impacts are considered negative, mitigation hierarchy is applied and incorporated into economic costs. WFs in migratory routes cannot avoid mortality but can reduce it.
In this case study, adjusted and smart curtailment were considered the most effective options to decrease bat mortality, with adjusted curtailment being the least expensive option. Smart curtailment had the highest theoretical efficiency, but the highest production losses among alternatives. Deterrents were the least costly option. However, their specificity causes uncertainty in the expected results. Therefore, the final recommendation was to use adjusted curtailment.

This time in our podcast we had a special guest, Maria de Jesus Fernandes, Chairwoman of the Biologist Order in Portugal that was accompanied by Miguel Mascarenhas, Biologist, Environmental Specialist and Manager at Bioinsight and Emílio Roos - Biologist, Specialist in Environmental Licensing and Manager of Ecoa Ambiental.
Regarding the theme, our podcasters agree that Conservation and Environmental Impact Assessment are different concepts and tools as they differ in their objectives.
However, they also agree that there are many points of contact and it is possible to promote an equilibrium between both and even share resources.
Another aspect discussed was the fact that society tends to agree/sympathize more often with the results from a conservation project rather than with the result of an environmental impact assessment project. The reasons and motivations for that were discussed.
