The Philippines’ First NDC to the Paris Climate Agreement with Karen P. See

Adopted in 2015, the Paris Agreement was a landmark success in the world of climate change negotiations as countries finally arrived at a binding universal agreement to hold the increase in global average temperature from greenhouse gas (GHG) emissions to well below 2°C above pre-industrial levels and pursue efforts to limit the increase to 1.5°C above pre-industrial levels.  

Four years after the Philippine Senate voted unanimously to ratify the Agreement in 2017, the Philippines finally completed its first Nationally Determined Contribution (NDC). The NDCs form the heart of the Agreement as they lay out the climate-related targets and corresponding plans of each party/state under the United Nations Framework Convention on Climate Change (UNFCCC) to aid the global climate action.  

We will be sitting down with Karen See, a former climate finance consultant who worked on the country’s readiness program for implementing the Green Climate Fund, the world's largest financing window for helping developing countries boost their climate change interventions, to discuss her outlook and the challenges and recommendations on implementing the NDC based on the current lay of the land on climate change investment in the Philippines.

Karen has years of experience providing strategic direction and technical assistance to the Philippine government in the fields of climate change adaptation and mitigation and natural resource management, especially in relation to research, planning, legislation, monitoring, and project evaluation. She also worked with the Philippines’ National Economic and Development Authority, the country’s main planning agency, and currently serves as the Secretariat Coordinator of the Partnerships in Environmental Management for the Seas of East Asia (PEMSEA), an intergovernmental organization working on the sustainable development of the seas of East Asia and surrounding region.
