The world of Caelus is alive with magic and the work of wicked gods with the Elven city of Belshalara at its rotten heart. Its a city saturated in sex, violence, and corruption. At the center of this corruption is the Flesh Quarter, ruled by Marquis Lillandyr Shadowglade. The Flesh Quarter is rife with illicit drugs supplied by Kia Sin'del, boss of the criminal element. Lillandyr, in order to obtain a dangerous magical grimoire, makes an unsavory deal with an associate.

The Dog and the Serpent Book One, Chapter One: Lillandyr Shadowglade, the Serpent
Marquis Lillandyr Shadowglade has a problem. She rules over her section of the city of Belshalara with a velvet covered iron fist, but one of her courtesans won't take new patrons in her bed. Lillandyr sends her Maester, Vassiago, to investigate and he returns with unpleasant news.
