State Prescription Drug Affordability Boards & Health Equity

In an effort to address high prescription drug costs, states across the country have established or are considering prescription drug affordability boards (PDABs) to review drug prices and propose setting upper payment limits (UPLs) for certain drugs that are deemed too expensive. PDABs and the price setting policies that accompany them jeopardize patient access to medicines for vulnerable and traditionally underserved populations. Melissa Mitchell Executive Director Global Coalition on Aging (GCOA) Melissa Gong Mitchell is Executive Director of the Global Coalition on Aging, the leading business voice on aging policy and strategy, aimed at reshaping how global leaders approach and prepare for the 21st century’s profound shift in population aging. Melissa is responsible for the operations and management of the Coalition, internal and external communication strategies, and member and stakeholder outreach and development, including fostering relationships and aligning partners across various sectors. Desmond Banks, PhD, MPH Public Policy Research Institute (PPRI) fellow National Black Caucus of State Legislators (NBCSL) Desmond Banks, PhD, MPH is the inaugural Public Policy Research Institute (PPRI) fellow at NBCSL. Dr. Banks has worked as a social epidemiologist within CDC’s Office of Health Equity, where he examined how social determinants of health and structural racism contribute to health disparities. Dr. Banks served on CDC’s Chief Health Equity Officer (CHEO) COVID-19 response team, where he informed practices designed to promote equitable access to COVID-19 vaccinations and therapeutics for racial and ethnic minorities. Dr. Banks also informed evaluation efforts to assess the impact that CDC funding had on promoting equitable access nationwide, particularly among lower-income persons, Medicaid participants and rural residents. Dr. Banks holds a Bachelor of Arts degree from Columbia University in psychology, a Master of Public Health from the City University of New York (CUNY) Graduate School of Public Health and Health Policy, and a Doctor of Philosophy degree in health policy and management from the Johns Hopkins Bloomberg School of Public Health.

The Alliance for Cancer Care Equity is a partnership between the American Cancer Society Cancer Action Network, National Comprehensive Cancer Network®, and National Minority Quality Forum. Join us we discuss new payment through CMS; patient navigation across communities; collaboration between healthcare systems and community-based organizations; and more. Moderator Shonta Chambers, MSW Executive Vice President, Health Equity and Community Engagement Patient Advocate Foundation Shonta transitioned back to the non-profit sector in 2014 by joining PAF. She leads the development and execution of strategic initiatives to expand PAF's approach to achieve health equity through community and national level partnership engagement and mobilization. While working for a nonprofit health insurance and hospital system, Darcie led local efforts on health policy, often bringing together unlikely allies and resources to support improved health outcomes for uninsured or underinsured populations. Elizabeth F. Franklin, PhD, MSW Head, US Public Affairs and Patient Advocacy Oncology at Sanofi Dr. Elizabeth Franklin is an advocate for people impacted by cancer and is passionate about ensuring that patient voices are the north star in health care decision and policy making. She grew up in Kentucky where cancer, cancer mortality, and poverty rates routinely rank among the highest in the country, and as a result was drawn to social work and health equity by witnessing people being left behind and systems that resulted in inequitable care. These values have driven Dr. Franklin throughout her career in patient advocacy.

The webinar will be led by two such community leaders: a free and charitable clinic in Greenville, SC - Greenville Free Medical Clinic - and Michigan United. They will talk about how working at the grassroots level can make a major difference in health equity outcomes, including vaccinations. Prior to this, Suzie spent 8 years as an Executive Director in El Dorado, Arkansas, and 2 years in the Community Fund and Community Outreach departments at United Way of Greenville County. She gained recognition in 1995 as 1 of 2 national recipients for the United Way of America Small City Executives Award, in 1997 as ‘Arkansas Business’ Nonprofit Executive of the Year finalist, and in 2007 as one of TALK Magazine’s ’25 Most Beautiful Women’. Minority Rural Coronavirus Insights Study (MRCIS) - An inside look

Makella S. Coudray, PHD, MPH Epidemiologist National Minority Quality Forum Dr. Makella S. Coudray is an infectious disease epidemiologist with the National Minority Quality Forum and a Postdoctoral Scholar in the Department of Population Health Sciences at the University of Central Florida. She holds a Doctor of Philosophy (PhD, 2020) in Public Health with a concentration in Epidemiology from Florida International University, a Master of Public Health (MPH, 2016) in Epidemiology and a Bachelor of Science (BSc, 2015) in Biology from St. George’s University (Grenada). Dr. Coudray hails from the beautiful twin island republic of Trinidad and Tobago and has strong ties to Guyana (maternal heritage). Currently, Dr. Coudray’s work investigates sexual health disparities among marginalized populations- especially transgender women, and cisgender women of color- using a bio-behavioral lens. Specifically, she uses quantitative methods to examine the social determinants of sexual health risk factors. Additionally, her work also explores the impact of social and structural determinants of health on COVID-19 outcomes. In her role at NMQF, Dr. Coudray is tasked with ensuring participant retention for the Minority and Rural Coronavirus Insights Study (MRCIS). Latrice Landry, PhD Instructor University of Pennsylvania Dr. Latrice Landry is a translational genomicist with training in epidemiology, bioinformatics, and clinical molecular genetics. Her research focuses on the systematic integration of multiple genomic modalities into molecular diagnostics to aid in clinical decision-making. Dr. Landry’s process focuses on the use of bioinformatics pipelines as well as variant curation to incorporate genomic data in molecular diagnostics. Christina Edwards, MHA Director of Clinical Trials National Minority Quality Forum Christina Edwards began her academic career at Howard University, earning her Bachelor of Science. She later earned her Master of Health Administration from George Washington University Milken Institute School of Public Health. Years later she ventured into academic research at Weill Cornell Medicine, managing a multisite, NIH funded, pediatric study for children with Crohn’s disease. Now serving as the Clinical Trial Director for Center for Clinical and Social Research at NMQF, she aims to increase research trial participation among underserved and underrepresented populations. Ola Akinboboye, MD, MPH, MBA, FACP, FACC, FAHA, FASNC, DABSM Medical Director Queens Heart Institute & Laurelton Heart Specialist PC Dr. Akinboboye is currently a Clinical Professor of Cardiology at the Donald and Barbara Zucker School of Medicine at Hofstra-Northwell. He completed his medical education at the College of Medicine, University of Ibadan in 1984. He obtained a Master of Public Health Degree from the School of Public health at Columbia University in 1998. He also received a Master of Business Administration degree from Columbia University Business School in 2001. William A. Meyer III Ph.D, D(ABMM), MLS (ASCP) CM Medical and Technical Laboratory Consultant Quest Diagnostics Dr. Meyer is a Medical and Technical Laboratory Consultant for the entire Quest Diagnostics organization. Shantoy Hansel, MPH Research Associate National Minority Quality Forum Shantoy is a dedicated and accomplished researcher with a rich background in both laboratory sciences and public health epidemiology. Smedley is among the inaugural class of Equity Scholars at the Urban Institute, where he will conduct research and policy analysis to address structural and institutional forms of racism that impact the health and well-being of people of color. Formerly, Dr. Smedley was Chief of Psychology in the Public Interest at the American Psychological Association (APA), where he lead APA’s efforts to apply the science and practice of psychology to the fundamental problems of human welfare and social justice. Anational thought leader in the field of health equity, Dr. Smedley got his start in Washington, D.C. as an APA Congressional Science Fellow, and subsequently served at APA as Director of Public Interest Policy. Most recently, he was co-founder and Executive Director of the National Collaborative for Health Equity (www.nationalcollaborative.org), a project that connects research, policy analysis, and communications with on-the-ground activism to advance health equity. He was also co-Director of the Robert Wood Johnson Foundation Culture of Health Leadership National Program Center. From 2008 to 2014, Dr. Smedley was Vice President and Director of the Health Policy Institute of the Joint Center for Political and Economic Studies in Washington, DC, a research and policy organization focused on addressing the needs of communities of color. Panelists Gary A. Puckrein, PhD President and Chief Executive Officer National Minority Quality Forum Gary A. Puckrein, PhD, is President and Chief Executive Officer of the National Minority Quality Forum (NMQF) — formerly the National Minority Health Month Foundation—a not-for-profit organization that he founded in 1998. NMQF addresses the critical need for strengthening preventable illness in minority populations through prevention, early detection, and control of disease complications. In April 2001, the National Minority Health Month Foundation launched National Minority Health Month in response to Healthy People 2010, the national health promotion and disease-prevention initiative. NMQF has received support from a wide variety of organizations, including federal agencies, pharmaceutical companies, payers, and trade associations. With support from the U.S. Department of Health and Human Services and the Robert Wood Johnson Foundation, NMQF undertook the Zip Code Analysis Project, developing a comprehensive database that links vital statistics and other elements. Melissa Bishop-Murphy, J.D. Senior Director of National Government Relations and Multicultural Affairs Pfizer, Inc. Melissa Bishop-Murphy is Senior Director of National Government Relations and Multicultural Affairs at Pfizer, Inc., where she supports the company's overall federal and state government relations and public affairs strategy and advises leadership on current multicultural congressional and legislative issues and activities. In addition, Ms. Bishop-Murphy leads Pfizer's government relations activities in GA, SC, NC and Puerto Rico as well as co-leads Pfizer’s Multicultural Health Equity Collective. She is an experienced leader with a history of tripling health impact and revenue by inspiring transformative change in communities through building coalitions to increase health equity. Dr. Enrique Caballero, MD Endocrinologist/Investigator, Division of Endocrinology Diabetes and Hypertension, Division of Global Health Equity, Brigham and Women's Hospital Dr. Caballero is an Endocrinologist, Clinical Investigator and Educator. He is the Faculty Director of International Innovation Programs and Faculty Director of Diabetes Education in the Office for External Education at Harvard Medical School. Triple Negative Breast Cancer (TNBC) is an aggressive form of cancer with high rates of recurrence. Despite incredible strides made to lower breast cancer mortality in the U.S., the risk of death for women diagnosed with TNBC is far greater than for those diagnosed other types of breast cancer. Significant progress has been made in the fight against TNBC, but there is much more work to be done to improve outcomes for all women diagnosed with TNBC. We have yet to reach a consensus on the intellectual foundation of the health equity movement as it tries to replace the legacy system.

Join us to discuss ways to improve or even replace the system for the best healthcare outcomes. We will also put in context the operating consensus that informs how health is apportioned. Speakers Gary A. Puckrein, PhD President and Chief Executive Officer National Minority Quality Forum Gary A. Puckrein, PhD, is President and Chief Executive Officer of the National Minority Quality Forum (NMQF) — formerly the National Minority Health Month Foundation—a not-for-profit organization that he founded in 1998. NMQF addresses the critical need for strengthening preventable illness in minority populations through prevention, early detection, and control of disease complications. In April 2001, the National Minority Health Month Foundation launched National Minority Health Month in response to Healthy People 2010, the national health promotion and disease-prevention initiative. NMQF has received support from a wide variety of organizations, including federal agencies, pharmaceutical companies, payers, and trade associations. With support from the U.S. Department of Health and Human Services and the Robert Wood Johnson Foundation, NMQF undertook the Zip Code Analysis Project, developing a comprehensive database that links vital statistics and otherelements—including demographic, environmental, claims, prescription, laboratory, hospital, andclinic data—in a centralized data warehouse, organized around zip codes. The Zip Code Analysis Project has enabled NMQF to develop the Health Assessment Tool, which measures and forecasts health status in small geographic areas, evaluates the impact of specific interventions, monitors changes in health outcomes, and undertakes risk assessments (health-care utilization and its financial implications). NMQF uses the Health Assessment Tool to stratify communities by geographic and health-status referents and to provide the health-disparities movement with a common set of indicators to measure and report on progress toward the elimination of disparities in health care and health status. Dr. Puckrein has received many awards and honors, including being named a visiting scholar and fellow at the Smithsonian’s National Museum of American History and a visiting fellow at Princeton University. He was publisher of American Visions, the country’s leading African American art and cultural magazine, which he launched during his tenure at the Smithsonian Institution and Rutgers University. Dr. Puckrein also created and launched Minority Health Today, which served the needs of clinicians practicing in minority communities. Mia Keeys, MA, DrPH(c) Director of Federal Affairs Hologic, Inc. Mia R. Keeys is the Director of Federal Affairs at Hologic, Inc. She's formerly the Chief of Staff to Congresswoman Robin L. Kelly, and also previously served as the Director of Health Equity Policy & Advocacy with the American Medical Association, after serving as the Policy Director of Congresswoman Robin Kelly's (D-IL) Congressional Black Caucus (CBC) Health Braintrust, the premier health policy arm of the CBC. In April 2017, The National Minority Quality Forum recognized Mia as a 40 Under 40 Leader in Minority Health. The Institute of Medicine of the National Academy of Sciences features Mia's children's book on health equity-titled Cole Blue, Full of Valor-in their national archives, "Visualizing Health Equity." Mia has been a Kaiser Family Foundation Barbara Jordan Health Policy Scholar; a Fellow for the City of Philadelphia in the Deputy Mayor's Office for Health and Opportunity; and an HIV/AIDS researcher in South Africa. I have been interested in RSV since first conducting a clinical study during residency and am passionate about finding a solution to mitigate the impact on infants and young children each winter season. Here, we will discuss how CMS, is operationalizing its policy through the recently launched Monoclonal Antibodies Directed Against Amyloid for the Treatment of Alzheimer’s Disease CED Study Registry. Opening Speaker Gary A. Puckrein, PhD President and Chief Executive Officer National Minority Quality Forum Dr. Puckrein is the Founder, President and Chief Executive Officer of the National Minority Quality Forum (NMQF) — formerly the National Minority Health Month Foundation—a not-for-profit organization that he founded in 1998. NMQF addresses the critical need for strengthening preventable illness in minority populations through prevention, early detection, and control of disease complications. In April 2001, the National Minority Health Month Foundation launched National Minority Health Month in response to Healthy People 2010, the national health promotion and disease-prevention initiative. NMQF has received support from a wide variety of organizations, including federal agencies, pharmaceutical companies, payers, and trade associations. With support from the U.S. Department of Health and Human Services and the Robert Wood Johnson Foundation, NMQF undertook the Zip Code Analysis Project, developing a comprehensive database that links vital statistics and other elements—including demographic, environmental, claims, prescription, laboratory, hospital, and clinic data—in a centralized data warehouse, organized around zip codes. The Zip Code Analysis Project has enabled NMQF to develop the Health Assessment Tool, which measures and forecasts health status in small geographic areas, evaluates the impact of specific interventions, monitors changes in health outcomes, and undertakes risk assessments (health-care utilization and its financial implications). NMQF uses the Health Assessment Tool to stratify communities by geographic and health-status referents and to provide the health-disparities movement with a common set of indicators to measure and report on progress toward the elimination of disparities in health care and health status. Dr. Puckrein graduated Phi Beta Kappa from Brown University, where he received his master’s degree (1974) and doctorate (1978). Between 1974 and 1992, he taught and lectured at Roger Williams College, Brown University, Connecticut College, and Rutgers University, where he was a tenured member of the faculty. Dr. Puckrein has received many awards and honors, including being named a visiting scholar and fellow at the Smithsonian’s National Museum of American History and a visiting fellow at Princeton University. Speaker Amanda Bartelme, BS Executive Director, Policy Eisai, Inc. Amanda Bartelme is the Executive Director, Policy at Eisai, Inc. In her role, she serves as Eisai’s lead on all engagement with the Centers for Medicare and Medicaid Services, with a particular focus on ensuring Medicare beneficiaries have appropriate access to treatments. She provides internal support on issues related to access, reimbursement, and drug pricing and represents Eisai on key PhRMA and BIO workgroups focused on drug pricing, access and reimbursement. Panelists Dr. Ulysses Burley III, Chief Executive Officer/Founder UBtheCURE, LLC. Dr. Ulysses W. Burley III is the founder of UBtheCURE LLC, a consulting company on the intersection of Faith, Health, and Human Rights. A native of Houston, Texas, Ulysses studied Biology and Spanish at Morehouse College and Medicine and Public Health at Northwestern University Feinberg School of Medicine, where he went on to train in Allergy, Asthma, and Immunology. Ulysses then served as Program Director for the Evangelical Lutheran Church in America (ELCA) Strategy on HIV/AIDS, as well as Director of HIV/AIDS Programs at Heights Pharmacy. Currently, Ulysses is the Project Director for the HIV Vaccine Trials Network (HVTN) Faith Initiative to connect with diverse faith communities to share evidence-based information regarding HIV and vaccines and antibodies being developed for its prevention. Although his primary training is in Immunology and Cancer Epidemiology, Ulysses is dedicated to a vocation of social justice advocacy through faith and community-based initiatives. His main work has been around HIV and AIDS awareness, advocacy, and capacity building, but also includes LGBTQIA+, gender and racial justice, and peace in the Holy Land. He has been a guest at both the White House and United Nations for consultations on the intersections of faith and HIV/AIDS, sexual and reproductive health rights, racial justice, and global drug reform. Dr. Glen McWilliams President, Manhattan Central Medical Society National Medical Association Dr. McWilliams is Chief of Robotic Surgery at the James J. Peters Veterans Affairs Medical Center and an Assistant Clinical Professor of Urology at Columbia University and Mount Sinai School of Medicine and was named the James J. Peters VAMC Physician of the Year for 2018. He is a graduate of the Columbia University College of Physicians and Surgeons and Urology Residency Training Program. He completed a fellowship in Urologic Oncology at the National Cancer Institute and is a Lt. CDMR(ret) in the United States Public Health Service. Dr. McWilliams is an active member of the American Urological Association, the R Frank Jones Urologic Society and the Society of Urologic Oncology. Dr. McWilliams in the President of the Manhattan Central Medical Society. Dr. McWilliams has an extensive experience in the minimally invasive and robotic surgery and developed the first Robotic Surgery Program within the Veterans Integrated Systems Network 2. Dr. McWilliams is an investigator on multiple research projects involving urologic oncology and health care disparities.

In April 2017, The National Minority Quality Forum recognized Mia as a 40 Under 40 Leader in Minority Health. The Institute of Medicine of the National Academy of Sciences features Mia's children's book on health equity-titled Cole Blue, Full of Valor-in their national archives, "Visualizing Health Equity." Mia has been a Kaiser Family Foundation Barbara Jordan Health Policy Scholar; a Fellow for the City of Philadelphia in the Deputy Mayor's Office for Health and Opportunity; and an HIV/AIDS researcher in South Africa. Mia was also a U.S. Fulbright Fellow to Indonesia, where she lived and worked in various teaching, public health service and research capacities for three years, while simultaneously learning the national language, Bahasa Indonesian. The purpose of this webinar is to speak to what the expansion of Medicaid has meant to the most vulnerable populations within the state--given their better access to care. Louisiana is a great state to review as it did not expand immediately after ACA, but has had nearly 7 years of it. Additionally, it will be interesting to know the process and opinions around expanding Medicaid to the most recent state to do so, North Carolina. Finally, as Texas is one of the largest states in the US--both by population and land--it will be interesting to hear how not having Medicaid expansion has impacted the state and the care available for its most vulnerable. She arrived at the Hill from the Centers for Medicare and Medicaid Services (CMS) where she led the teams identifying and resolving cross-cutting legal and program integrity issues for the models being tested. Fagbuyi, known as “Dr. Dan” by his patients, is a distinguished ER Physician, Biodefense Expert, Chief Medical Officer, War Veteran, Asst. Professor and Media Expert, providing strategic leadership in public health literacy, biodefense, disaster preparedness, emergency management, and business continuity of operations both nationally and internationally. He served as Medical Director for Disaster Preparedness at Children’s National Health System. Thomas, PhD Professor, Health Policy and Management Director, Center for Health Equity One of the nation's leading scholars in the effort to eliminate racial and ethnic health disparities, Dr. Stephen B. Thomas has applied his expertise to address a variety of conditions from which minorities generally face far poorer outcomes, including cardiovascular disease, diabetes, obesity and HIV/AIDS. Dr. Thomas has received numerous awards for his professional accomplishments, and over the years, his work has become recognized as one of the scholarly contributions leading to the 1997 Presidential Apology to Survivors of the Syphilis Study Done at Tuskegee. His current research focuses on the translation of evidence-based science on chronic disease into community-based interventions designed to eliminate racial and ethnic disparities in health and health care. In 2014, Democratic Gov. O’Malley appointed Dr. Thomas to the Maryland Health Care Commission, an independent regulatory agency whose mission is to plan for health system needs, promote informed decision-making, increase accountability, and improve access to quality medical and dental care. In 2019, Republican Gov. Larry Hogan appointed him to a new full term on the Commission.
