This episode briefly goes through the concepts of:
Functional Overreaching (FOR)
Non-Functional Overreaching (NFOR)
and Overtraining or Overtraining syndrome.
I would imagine most people would enter FOR and NFOR, but theres not much people who would reach Overtraining syndrome. It's real, and you need to address it on multiple fronts (which are beyond the scope of the podcast). I have provided some tips to not get to that stage, or even NFOR.

There are much smarter people who know about this stuff but with what we know about how it works - we can devise ways to stop abnormal scar formation. It's still in its infancy of research though. So I am sure there are heaps of experimental treatments available.
What I didnt really say and again dont really know about is the rate or recurrence after you have had a treatment. If you have had treatment for a keloid or a hypertrophic scar there is a possibility that it can occur again. But again not much is known.
This was a request from someone who has had scars from surgeries. So there ya go!
