On today's episode of TMI, we find Louisiana's GOP lawmakers at a crossroads. The ongoing insurance crisis caused by devastating hurricanes has left homeowners at the mercy of companies that seemingly have none. Louisiana legislators are on track to repeal a consumer protection law adopted after Hurricane Katrina that stops homeowner insurance companies from canceling policies without good reason. The new proposals empower Republican Louisiana insurance commissioner Tim Temple to approve mass policy cancellations. Insurers would be allowed to cancel up to 5% of their policies each year as long as the policies aren't all in one parish, and 5% is NOT a hard cap; insurers can cancel as many policies as they want with approval from the Commissioner Temple. A provision in the legislation declares an insurer's cancellation plan a corporate "trade secret" not subject to Louisiana's Public Records Law, making them harder to fight against.

For a spot of contrast, we then turn to briefly look at the USA's first bullet train! Brightline West's $12 billion project promises to connect Los Angeles and Las Vegas in just over two hours. At speeds of up to 200 mph, this electric-powered airline-alternative fights climate change while transforming travel. Worse, we see that laws against "nuisance" tenants in order to create "crime-free" communities are often adopted when people of color move into those places, forcing landlords to screen out or evict people of color, exacerbating the issue. Ten years ago, Black Lives Matter was founded in response to the acquittal of George Zimmerman in shooting Trayvon Martin to death the year before, as well as the long history of the police and justice system failing to treat black lives with the same respect as others. The pressure caused by this rapidly growing movement forced police across the country to consider a new way to show that they took being held accountable seriously: the bodycam. In 2014, President Obama requested $263 Million in Federal funds be spent on equipping police with body camera technology. Finally, officers would know that they couldn't abuse their power without being called on it.

The next decade, we now know, told a different tale. When being implemented, one key factor was left entirely up to the police themselves: control of bodycam footage. Given the ability to see what their fellow officers were doing on the streets every day, the police by and large decided no one else needed to see that. At best, the public could see highly-edited, police friendly versions of what happened, and that was often long after any reasonable accountability could result from it. It is not a wild claim to say that had bodycam footage been publicly accessible, George Floyd might still be alive today. We've reported here on TMI on Eli Pariser's "Filter Bubble" concept since its debut in 2010 at his Ted talk: the idea that Google was selectively feeding results back to the user that the user agreed with, making it so that one person's search results were often vastly different than another's. Mr Pariser pointed out that by putting us all in these Filter Bubbles, we couldn't agree on what was even factual. A new article published in the PNAS (Proceedings of the National Academy of Sciences) journal, however, says that is all wrong when applied to social media giants like Facebook, where they aim to increase your focus and time spent there by enhancing the chance of you getting made angry by what you see. We examine these competing concepts.

Back near the beginning of TMI with Aldous Tyler in 2010, we reported on Eli Pariser's Ted Talk that introduced the world to the "Filter Bubble". This phenomenon, he said, was caused by Google's search algorithms, which would selectively feed you results similar to ones you had interacted with before. That would cause your Google searches to no longer match anyone else's, and would feed you ideas you agreed with far more than those that would challenge your beliefs. Fast forward to today, and his predictions that this "echo chamber" effect could negatively impact society seem far too mild. We discuss how TikTok, Spotify, YouTube, Meta's platforms and many others have stanched the flow of ideas and how to fight back.

Then, as I was preparing to tell you about the latest report from scientists on the climate, noting that we may very well have gone past several tipping points, Hurricane Otis became a demonstration of how we are in unknown territory by unprecedently ramping up from a weak tropical storm to a 165 MPH monster Category 5 hurricane in roughly 24 hours, slamming into the Acapulco area with no warning to evacuate the million-plus people there.
