Governor Cuomo: “Criminal justice reform should be done on a national level. And the House has been very aggressive on reform, the Congress, and I applaud them for it. But New York State is the progressive capital. We never sit back and say just what the nation should do, we show the nation what it should do. We lead by example and we lead by getting it done. We are a state of action and that's us at our best.”
Cuomo: “Moving forward, there is still more to do, and we're going to do it in the state of New York. The truth is this, police reform is long overdue, and Mr. Floyd's murder is just the most recent murder. This is not just about Mr. Floyd's murder. It's about being here before, many, many times before. It is about a long list that has been all across this country that always makes the same point, injustice against minorities in America by the criminal justice system. And today is about enough is enough.”
Rev. Al Sharpton: “To give the executive order that he has given — let us be very clear. There is no governor in this country that has said what he said this morning. He and I are debating sometimes, but he has, in many ways, done things that even I did not expect. To say that every mayor must come up with a plan along these areas or they will withhold state money, is a model for where we ought to be dealing with 21st century civil rights in this country. Make no mistake: this is a new level that all other 49 governors ought to look at, because to say, ‘I want to see mayors deal with this’ and ‘I want to see city councils deal with this,’ is one thing. But to say, ‘we're going to hold funds— means that he means it.’”

Phase 3 is clearly indicated on the website what businesses can open, what businesses can't open."
Cuomo: "Also, a point of caution: I know businesses are anxious to open, everybody's anxious get the economy going. Please follow the guidelines and do what is permissible to do. People are very wary right businesses that are violating the opening rules. Restaurant's outdoor capacity that doesn't mean anyone inside. So, people call and we get complaints. The rules are clear... This is very serious. Short-term gain isn't worth long-term pain."

That is going better than it has ever gone in New York. We have the lowest number of hospitalizations ever and we have the lowest death toll ever. God bless the people of New York for what they did. God bless the nurses and the doctors and the essential workers and the frontline workers because they saved hundreds of thousands of lives in the State of New York."

Governor Cuomo: "I said from day one, I share the outrage and I stand with the protestors. You look at that video of the killing of an unarmed man, Mr. Floyd, it is horrendous. Horrendous. It's frightening. It perverts everything you believe about this country. It does and there's no excuse for it. No right minded American would make an excuse for it. So, protest yes. Be frustrated, yes. Outraged, yes of course. Is there a larger problem? Of course."
Cuomo: "You want to make that moment work. Yes, you express the outrage. But then you say, 'Here's my agenda. Here's what I want.' That's what we have to be doing in this moment. And the protestors are making a point. And most of them are making a smart, sensible point. But you have to add the positive reform agenda that every voice calls for so the government, the politicians know what to do. And there is a positive reform agenda here. There should be a national ban on excessive force by police officers. There should be a national ban on chokeholds. Period. There should be independent investigations of police abuse."

That's how this moment becomes a different moment in the history books.
