Understanding Cladding: the Risks and Rectification Process
Cladding is the external material used on buildings for insulation and weather resistance. However, some types of cladding, known as combustible cladding, can accelerate the spread of fire.
The two major types of combustible cladding found on buildings in Victoria are Aluminium Composite Panels (ACP) and Expanded Polystyrene (EPS).
The installation of combustible cladding was driven by cost considerations and a misunderstanding of building codes.
When a building is suspected of having combustible cladding, the owners corporation receives a show cause notice from the council, initiating the rectification process.
The owners corporation engages a building surveyor or fire engineer to determine if the cladding is combustible through testing and inspection.
In cases where the cladding is deemed non-combustible, the show cause notice is lifted. If it is combustible, rectification is required.
The responsibility for funding cladding rectification varies depending on factors such as building age, builder availability, and government support.
Owners corporations may need to raise special levies, seek loans from lenders specializing in cladding projects, or access funds from Cladding Safety Victoria.
Cladding rectification involves careful planning, obtaining necessary approvals, selecting qualified contractors, temporary relocation of residents, removal of combustible cladding, installation of compliant materials, and final inspections for approval.
